In the US, there is no difference, and "license" is the correct spelling for all meanings. Both the verb form and the noun form are spelled the same way in the US.

In UK and Canadian English, the noun and verb forms have different spellings. The word "license" is used as a verb (as in "he is licensed to kill") and the word "licence" as a noun (as in "he has a licence to kill").

License (v) - Permission to do something.

Licence (n) - document that discuss about the given permission.

Example: If I get a driving licence, I shall be licensed to drive a car.

I think the correct spelling is license.

In British English, Licence is a noun (as in driver's licence) and license is a verb (as in you are licensed to drive.)
