There is no official "Fall Back" capital city should Washington DC be captured. The US Military has a number of scenarios for Continuity of Government in the event of a disaster (natural or otherwise). Some of those plans, especially those made for the Cold War, are not obsolete. At one stage there was a plan to evacuate Congress, the Cabinet, and the Supreme Court to underground bunkers at Greenbriar VA.
Current plans are considered secrets and are not able to be divulged.
Because the Capital is enschrined in the Constitution, if a different city were to become the Capital then the constitution would need to be amended.
