There are no Lexus nor KIA vehicles in Mexico (just yet):
Toyota has already several vehicle assembly plants in Mexico; it however hasn't introduced the Lexus luxury brand to the Mexican market due to doubts in how many units would be sold; this is especially important because Lexus are assembled in Japan, and transportation costs as well as recent devaluations affecting the Mexican peso would hurt sales.
As for KIA, they have plans to open a USD 1.5 billion plant in northern Mexico during 2016, which would have a production capacity of some 300,000 vehicles.
As of 2015, yes. There are Kia vehicles sold in Mexico. As for Lexus, no, not yet. However, Toyota has announced Lexus’s arrival to Mexico in 2021 with the 2022 models.
