I had the same problem with a 1999 Expedition and it was a bad plug. Ford had a problem also with the plugs blowing out. It cost me about 1200.00

I'm not a mechanic / technician but on the 1999 Ford Expedition I believe the 4.6 liter was still using the EDIS ( Electronic Distributorless Ignition System ) which uses ( 2 ) coil packs with spark plug wires , where the 5.4 liter has always used the Coil On Plug ( C.O.P. ) ignition system with ( 8 ) individual coils
