Yes, there are a few in the United States. The postage rate went from 18 to 20, so there were not many of them. The only one I spotted was one with Sequoyah (Scott #1859, available in the 1980's).
There have been many 19 cent stamps issued. In some cases it was designed for use as additional postage over the first ounce. In some it was issued to meet the fee for specific combinations of services.
