You can't, you HAVE to trade the purified Lugia from Pokemon XD: Gale of Darkness.
You have to trade from Pokemon XD or Ruby, Sapphire, Emerald, Leafgreen, or Firered.
The best water Pokemon in sapphire would probably be Kyogre. -Hope I helped...:D
You can get Lugia from playing Pokemon XD and Ho-Oh from playing Pokemon Collesium. Then you can trade them from there to Sapphire and then move them to the Pal Park in Diamond.

Yes, there are two ways. The first way is to get one of the Mystery Gift Lugia from Pokémon Emerald and trade it to Sapphire. The Mystery Gift in Emerald shut down about 5 years ago, though, so you probably can't do it that way. The other way is to get Shadow Lugia on PKMN Xd and trade to sapphire.
