Go underground in rogue port, and then left to the underground town. When there, you will see a little guy with a blue jester hat that looks like he's going to stick his fist in his mouth. Talk to him, and you should be able to trade you star pieces for badges.
Also, when you enter Rougeport after leaving the docks. There is an in a little to the right and you go up the stairs, and into another door on the left wall near the girl toad and the shop is right out that door.

To get to the badge shop (where ms. mowz is), you must enter the hotel in Rougeport where there is a pub downstairs, go up the stairs to the hotel part of it, and walk to the upper left part of the room (upper as in the part closer to you) and you will see a door. Go in the door, and you will be on the roofs. Just walk a little to the left and there will be a little store on top of the item shop. Go in, and that's where ms. mowz is. :)
