Technically, a desert is anywhere where there is little to no precipitation (10 inches or less per year). Mars is too cold and lacks enough air pressure for liquid water to exist as rain or otherwise above ground. There is, however, occasional light snow (which never reaches the ground) and frost at higher altitudes. As on Mars and Earth's tundra, deserts may be and often are cold, and also may contain significant amounts of water/ice in the soil.
