When the auto manufacturer (or importer in your case) builds the vehicle, they usually dont know if its going to wind up in Miami or Fargo, so they leave it up to the retailer to make a coupla bucks if we want to get it started at -30 below...GL
A block heater is something that you need to have installed yourself, sometimes in areas of colder climate the dealer will offer it but generally its your responsibility.
I have a 94 Grand Cherokee, and the Block heater is on the drivers side front of the block. From under the front, you can see it, about 1/2 way up. Your plug, as your asking, if I get it right, comes out from there, just follow the cord till you find the end.

The tube slides into a grommet in the bottom of the block and the tube is also bolted to the side of the block. Either the bolt is loose/missing or the grommet is missing. The tube may be broken off or pulled out of the grommet at the bottom also.
Most likely needs the front rotors turned or replaced.
