No, there have been dozens (maybe hundreds) of firearms manufacturers in Leige, Belgium, for a couple hundred years. Most of the Liege shotguns found in the US are inexpensive guns imported circa 1880-1914 and are not serialized.

Diamond Arms Co was a trade name used by Shapleigh Hardware of St Louis, MO, on shotguns imported from Belgium c. 1880-WWI or made by Stevens and Iver Johnson from about 1900-1940. A single shot with serial numbers is most likely an Iver Johnson Champion.
Many shotguns & .22 caliber rifles manufactured before 1968 did not have serial numbers. This would include your Rem. 512

There is no serial number list. They can be identified by the Sears product number stamped on the barrel. The numbers on the defective guns are: 583.13, 583.14, 583.15, 583.16, 583.17, 583.18, 583.19, 583.20, 583.21 and 583.22. The shotguns were sold in Sears stores and through its catalog as the "J.C. Higgins Bolt Action 12-Gauge Model 10 Shotgun" during the 1950s.
