If your machine is a Wheeler & Wilson #9, which is the most common and last made Wheeler & Wilson machine, it would date to 1891- 1904. In 1904 Singer Sewing bought out Wheeler and Wilson including their factory in Connetticut and stock and machines on hand. Singer than made the Singer #9W, which is identical to the Wheeler& Wilson #9 - likely using W&W's old stock and adding the Singer name.

Since serial numbers are NOT unique to only one gun, there is no way to determine that from a serial number alone. I would suggest you take the unloaded rifle to a gun shop, gun smith or gun show, where you should find an expert that can help you ID your rifle.
