yes,put one Pokemon in daycare and find some sandy slopes (the one in the desert should do) put the charger on.find something to put on the up button like a peg or sticky tape and leave over night... check on your Pokemon and they should of gone up dramatically(i put level 43 sceptile and it came out as a level 59 and groudon was 46 and came out at level 60)

You won't be able to and if you could Ruby would mess up because that's not a Pokemon in ruby.

the strongest Pokemon to fight in Pokemon ruby is not victory road it is in the sky pillar the farther you go up the higher level they get.
When you let a pokemon hold it, it will gain better stats when it levels up. E.g. your Blaziken normally adds 2 to attack when it levels up. But if it's holding Macho Brace when it leveled up, it will probably add 3 to attack instead. However, when you let a pokemon hold it, that pokemon's speed will be lowered by a considerable amount. So unless the pokemon can take a hit, it is not advised.

Castform does not learn Thunder as it levels up. Thunder is a TM that you can teach it. (In Pokemon Emerald, Ruby, or Saphire, you can get Thunder in the Lilycove Department Store.)
If you trade Pokemon between leafgreen and ruby ruby will have your leafgreen Pokemon and leafgreen will have the ruby Pokemon both in the party they will not be sent to the PC unless you personally walk to the PC and do so.
