They don't have one. US banks don't subscribe to the IBAN system (they don't have IBAN numbers) To do an international transfer to a US bank you need the routing number and SWIFT (BIC) number. They may tell you that they don't have a SWIFT number, but they do, the tellers probably just don't know this. With the SWIFT code an international transfer is possible.
The IBAN number for Capital One bank is NFBKUS33XXX. This number is used to transfer money between two international banks.
You can transfer money from HDFC bank ATMs to SBI accounts by making sure that you have your routing number if the transfer is domestic. If the transfer is going to be international, you will need the swift routing numbers as well.
