I had the same problem on my 1998 Pontica Transport. The solution was to replace the 20 amp fuse under the hood for parking lights.
The air filter housing assembly is located on the left-front (driver) side of the vehicle. It is directly to the rear of the vehicle's battery.
It Is attached to the driver seat on the left side, or on the floor there is a little lever also on left side of the drivers seat.
