yes.. it might not be it's own fuse it could be on a circurit with something else try looking in the owners manual if you don't have one use a test light (probe) hook clip end up to anything metal (door jam is perfect for this) now with the probe touch the pointed end to the fuse should be a 2 metal ends if the light comes on it's a good fuse if it don't it's a bad fuse good luck To add to the last answer, in the 1996 Cavalier, the horn shares a circuit with the cigarette lighter and interior lights. Look in the fuse box for a fuse marked CIG.
open the divers side door and there is a fuse pannel on the side of the dash and it has lables on wich fuses do what
cavalier the older ones the fuse for the cigarette lighter is the same as the horn fuse.

The Horn uses the same fuse as the Cig lighter plug. It is a 15 amp fuse.
