I found out simple way to disable the passlock1 prmanently. I did it on my Cavalier 96 and it works so far.
You can use it if ocasionally you are still able to start your car. All you need to do is to start the car (with your semidefective passlock sensor), and then disconnect the three wires plug (wires that run from the lock cylinder to the instrument panel) from the instrument panel while engine is running.
Engine will start the next time without any passlock "authorization", but "theft system'" light will stay on. If you do not like it, you can remove LED from the instrument cluster board.
I am not shure if the disablement will work after battery gets disconnected. Possible, that you may repeat it all over.
There is no ETF light on a 1996 Chevy Cavalier. But there is an ETS light which stands for 'electronic traction system'. This light turns on where there is a problem with the brake system.
If the security light is flashing on the dashboard when the key is on the "on" position, the passlock system is enabled. Refer to you owner's manual to deactivate the passlock system.
If the security light on dash is on then it's a passlock problem. If not check the fuel pump first

If the security light on the dash is not on when the car is running, it should work work. If there is a problem with the system the car more than likely will not run. The passlock system diables the fuel injectors if someone attempts to steel the vehicle.
Your vehicle has the PassLock system, not the older PassKey. In the PassKey system there was a resistor pellet in the key that would go bad. In PassLock, the guts of the system are behind the lock cylinder. PassLock has almost a 100% failure rate and the way to fix it is to replace the lock cylinder assembly. I've attached a post link that describes what you need.
You can do it with a scanner. Usually when the security light is flashing it means there is a problem with the passlock system. Dealer item and about $500.00-$700.00 to replace parts & reprogram.
