It's the wiper fuse in compartment under hood.
It appears that the 1996 Toyota Tacoma has a timing belt.
It is attached to the lower front side of the windshield wash reservoir (front left-when looking under the hood) by grommet/nipple pressure connection.
Pretty simple, see if you can read up at the local library with a shop manual.. d
On my 1996 tacoma I do not have a gas light for low gas.
First listen to see if the pump located in the windshield washer reservoir is actually working. If it is not running, check the fuse and wiring. If there is power to the pump and it will not work the pump is defective and needs replacing. If the pump is working, then check to make sure the hoses running to the windshield spay nozzles are connected and not broken. If they are check the nozzle orifice to make sure no wax has accumulated. Clean out the orifice with a small straight pin or needle.
The door panel on a 1996 Toyota Tacoma is held in place by several screws on the inside of the door. When these are removed, the panel can be lifted off.

Check for 12 volts at the washer pump connector before all else. If you have 12 volts when the button is being pushed (with the key in the on position) your pump is the problem.
