To my knowledge, there is no cable that grounds the starter to the frame. The starter is grounded when is bolted to the flywheel housing.

It should be bolted to an inner fender or maybe the frame surrounding the radiator , close to the battery in the engine compartment
it is located on the side of the stater it will come when you remove the starter
In my 2002 ranger, the starter is bolted to the bell housing on the driver's side of the transmission. there are two 15mm bolts holding it in.

Relay # 6 is the ( starter relay ) in the Power Distribution Box , in the engine compartment of a 1998 Ford Ranger
on your starter which should be next to the oil pan on the underside of your truck
you have to go to the car fix to remove it
i removed it buy placeing a braker bar on the nut and wedgeing it against the frame of the car then click the starter one or two times that should break it loose
