yes building houses is apart of the hearthfire dlc which comes with the legendary edition and can also be purchased on xbox live for an affordable price. hope this helps
There is a lady living in a house that is unmarked on the map west of Riverwood on the north shore of the river. There are several hunting camps around Skyrim with hunters that sell items.
There is a lot of middleware in the game, but it runs mainly on C++. Using their own in-house and other developer tools, Bethesda was able to make the game however they wanted. You probably can't on your own.
In the elder scrolls v skyrim, in order to purchase a house, you will need to download the elder scrolls v hearthfire which then allows you the option to purchase three plots of land. Falkreath, Dawnstar, and maybe Morthal. Each costs 5000 coin and comes with an anvil, a chest filled with supplies, and a workbench. Trolls and bandits will attempt to enter your house. You may only build 3 wings on your house, a cellar, and a few balconies. You will need clay which can be mined near your manor, after you do a bit of searching, quarries stone which is displayed behind the battle born farm next to the city of Whiterun, and sawn logs, which can be purchased at the half moon mill which is a complete frost dragon magnet, so be careful. As well as iron, which can be bought from blacksmiths at major city's. I've had skyrim for a few years.
anvil, go through north gate, you should see it on the opposite side of the street
You can find paintbrushes pretty much anywhere. If you buy any house there is bound to be a paintbrush somewhere.
Your question is hard to understand, so I'll answer it best I can. If you are referring to the house in general, it is empty because nobody lives there, but you can buy it if you want from the steward. If you are referring to the secret room behind the cupboard, that was where the butcher was experimenting on his victim. Hopefully this helped, but next time be more thorough with the question.
They exist only in Skyrim and are called 'Radiant' quests. Each time you ask for one, it will be randomly generated for you. They can include, Killing a dragon, giant or bandits for the Jarl, given by innkeepers, Hunting a wild animal for the Companions, Stealing items from a house for the Thieves Guild.
I assume you are on the 'Grandma Ruthie' haunted house task and scroll. That is where I got stuck actually. You must complete both scrolls to do so (the Grandma Ruthie's haunted house' scroll and the other one that she gives you.) Then go to Grandma Ruthie and she will have a task for you. Then you may continue on.
