You could, but there is no reason to. Derback is used to kill head lice, and there is no evidence that dogs can carry lice. If you intend to use it on fleas or ticks, well good luck. It likely won't work. What will work is to rub your dog down with cut oranges, lemons, limes, or grapefruit. It seems fleas and ticks hate citris, and citris is relatively benign for use on dogs. DO NOT use this home remedy on cats however.
yes baking soda is safe, as is talcum powder or baby powder. Both substances are good home remedies for killing fleas on your pet ... the powders will smother the fleas. When applying either powder, apply to the animals head first, which will prevent fleas from running towards the head as the powder is applied elsewhere.
5% copper sulfate mix
Cats normally do not get lice, they get fleas, ticks or mites and it should work on those. Just be sure you NEVER use a product unless it is specifically for cats. The ones for dogs can NOT be used on cats!

Yes, you can do this treatment on your yard and it will kill fleas. The soap will coat the fleas and therefore kill them.
