To me it personally should. But in most cases people do not care. I think (and this an opinion) that if a person loiters they should get thrown in jail. And should stay in jail for 4 years. The EPA is trying to stop loitering, and so they made the Clean Water Act. But people don't care. And I think the people who don't care are idiots. people have spilled oil. And they are klutz's. And THEY SHOULD GET THROWN INTO JAIL FOR LIFE!!! Rebublicans are saying there is no such thing as global warming. THIS DOES NOT MEAN ALL REPUBLICANS. But they are wrong.
