IT can be illegal to peacefully congregate if the congregation obstructs something else. In other words you can not have a crowd in the street that causes traffic problems you cannot have a crowd in front of a business that causes customers to not be able to get in or out of the business. The police would then tell the congregation to disperse and if they did not, they would be charged with failure to follow a lawful order, loitering or something like trespass.
