Under Texas law you can not carry on or about your person a handgun. You can carry a rifle or shotgun. So the question is can you carry a blank firing handgun?
Texas does allow you to carry on or about your person a handgun in your vehicle without a license if:
1 it is concealed
2 it is your vehicle or a vehicle under your control
3 not committing any crime other than class c traffic
4 legally able to possess the handgun
5 not a member of a street gang
So would a blank firing handgun be considered a handgun?
"Handgun" means any firearm that is designed, made, or adapted to be fired with one hand.
"Firearm" means any device designed, made, or adapted to expel a projectile through a barrel by using the energy generated by an explosion or burning substance or any device readily convertible to that use.
So as long as it can not fire a bullet or be " readily convertible to that use".

In the US, you can own a blank firing replica. As for other countries, it depends on what the law in YOUR country is.. some allow them, some do not. In Illinois they are still considered firearms.
There is no federal law prohibiting laser jammers because these jammers focus on blocking light emitted from laser guns and not radio waves from radar guns. The US federal laws do not apply to these devices.
