No! But they are doing it anyway. Oncor has NO CONTRACTS with any of us, but they will go on properties, vandalize your analog meter if you have one or if you even bought it, trespass, threaten you at your door, and even bring escort with them to take you away if you refuse..........this is what it has come to unfortunately.
