No. The perm solution is a chemical and if you don't use a neutralizer to stop the chemical it will destroy your hair.

You must go without shampooing, conditioning, or applying heat for at least 24 hours after a perm service.

Heat can absorb the chemicals in your hair used in perming and can minorly damage it. I find it helps when I have a spray bottle filled with just water and scrunch it a bit. :)
