Sounds more like a scam. PS2 game emulators require a copy of the PS2 Bios and to be legal you must download them from your PS2 or break copyright laws protecting the PS2

That would require either a Playstation 3 or Xbox 360 emulator, but keep in mind that such an emulator is hard to find and would require a really extreme computer, because even if you had hardware better then an Xbox or Playstation, an emulator takes much much more power. Assuming you could handle it then you should install one and find a "rom" for the game you want to the console that your emulator is based on.
