The only way we can think of is to use the 15A service momentarily to operate
the starter of a 10 or 15KW diesel generator.
120V at 15A is 1,800 watts, plain and simple. That's the top rating of the circuit
feeding that wall plug. Try and suck more than 1,800 watts out of that outlet,
and there are two possible results:
1). If the circuit breaker is operating properly, then it should trip immediately,
reminding you that you're trying to overload that circuit, and refusing to cooperate.
2). If the circuit breaker doesn't drop immediately, it's defective. You'll get your
excessive power out of the outlet, but be aware that the wiring from the breaker
panel to your bar-B-cue, inside the walls, is getting hotter all the time.

Steel, like all metal, conducts electricity. If you still want to mainain the barbed wire and use the same support poles then you need to insulate the electric fence from it. You can fit ceramic shackles on the support poles which will hold the live wires.
