There is a pressure release screw or bleeder on the power steering system in a 1999 Mercury Sable wagon.
There is no button to release fuel pressure.

Stuck? Key ? Fiddle with steering wheel and key at same time. Pressure of steering wheel in hard turned position can prevent unlock.

You could try turning your steering wheel both directions to release pressure then turn.
make sure you put the switch in right side up and made sure you are pushing in the release button on the steering coloum -left side and make sure there is no pressure on the steering wheel from the steering box, hope this helps

If you open the bleeder and it releases pressure, follow the steel line back to see if it is pinched somewhere.
Traditional brakes: For each of 4 wheels, repeat several times: 1 Verify that reservoir is full. 2 Apply downward pressure to brake pedal. 3 Open bleeder valve. 4 Close bleeder valve 5 Release downward force from bleeder valve. For some ABS vehicles: 1 First do as with traditional brakes. 2 Bleed ABS system using manufacturer specified procedure.
Same as for the brakes. Locate the bleeder, slack it and re tighten. Have someone pull in the clutch and hold, you release the bleeder, then tighten it while the clutch is still held in. Once the bleeder is tight, release the clutch and repeat till all the air is out. Make sure to refill the fluid.
