That all depends on the agency. Some agencies display the names of their officers on their website with rank and what they may do. They may also display a picture of that officer too.

But some Police Officers and agencies consider this to be a bad idea, because it could put the Officers at risk of becoming a target of gangs and could also put their families at risk.

I believe that most departments and agencies do not provide a fully assessable list of Officers because of security issues. But if there is a reason that you need to contact an Officer or talk to an Officer, than you will need to contact their department to see if they can give you their work number and or contact information. Now if you are trying to get numbers of a Police Officers so you can try to "hit" on the them, than that is another story.
