The quarantine period is usually in place to safeguard against the RABIES virus. As far as I have researched - The Pet Passport entry on Wikipedia states "...A correctly prepared cat or dog may be imported without quarantine into the United Kingdom from the following countries under the Pet passport scheme, but only by an authorised transport company..." - it then goes on to list a succession of approved countries, of which Australia is among them.
