As per www.totalrecallinfo.com there is only a recall on tires for this model.
It is the center gauge in the instrument cluster.
My 2003 FORD does that too. It's just something that Fords and Chevys do.

under your dash there should be a fuse for your instrument cluster. that is probably the problem.
I had the same problem with my 1998 Dodge Ram 1500. I reseated the instrument cluster and it started working. The whole thing took me 15 minutes and I am not a mechanic. I believe that I removed three screws to enable me to remove the plastic which covers the instrument cluster. I can't remember how many screws hold the cluster down but once you remove them pull the cluster out. It is simply plugged in, and those connections are your problem.
Engine Off. Park brake engaged. Put Gear shifter into 1st. Pull off the cluster trim. remove the four 9/32 head screws holding in the cluster. Carefully pull the cluster out enough to unplug the electrical connector.

It is Part of the Sentry Key Computer and instrument cluster. The Sentry Key Computer is located on the steering column around the key cylinder.
There isn't a flasher relay on a 2002 Ram 1500. The clicking sound comes from the instrument cluster, and the actual bulb flashing is powered by the computer on the under hood fuse box.
In my old 2002 I don't recall any red light on the passenger side. But, if you mean on your control cluster check out your manual.
