Yes, there is a shiny Gyarados, a.k.a., the red Gyarados.
You get the red gyrados in game at the lake, but after you catch (suggest) or defeat it, it will disappear. The only way to get another red gyrados would be to find one. Being red means it's shiny, meaning you'll have a 1/2840 or so to find one in the wild. An easy way is to breed with other pokemon that are shiny, increasing the chance of a shiny considerably.
Unfortunately there is NO working cheat for it as of yet. All the listed cheats for that costume have proven to be utterly false. So, as of yet, the only way to actually get it is to complete all 180 Challenges.
