Get a new headlight switch even check your bulbs might help
There are several relay switch is on your 1995 Pathfinder. Most of the relay switches can be found in the third column of the fuse box.

I looked in the Honda technical manual wiring diagrams and I don't think there is a separate relay for the low beam headlights. The headlight switch itself is located right above the steering column where the headlight stalk is attached - controls parking lights, high beams and low beams. It could be that a relay is integrated within this switch, so if you're having problems with your low beams turning on, you'll have to replace this switch.
if your dims work, but brights don't then it's probably your high beam switch.

You didn't mention if you checked/tested the low beam headlamps or not.

Most likely the headlight relay. The relay switches between high and low beams. As low beams are used more, they are the relay contacts more prone to corrosion
Headlights are on a relay. It may have fused shut. The relay maybe in with the fuses. Some have a delay going off which may have failed.
