No there is no fuse for the brake and tail lights on a 06 pt cruiser .. they go through the TIPM ( control module) I kow this because mine quit working as well .. try changing the bulbs in BOTH mine were blown .. second time for me now I am thinking short somewhere .
Is it possible there are 2 separate problems in your case? Here is half an answer. I would look for a single cause instead of this switch, but keep it in mind: A switch underneath the brake pedal must be pressed to activate the brake lights. It is an easy switch to put in, but it takes specific steps to set the distance to the pedal, for it to work.

The only thing that will work with key OFF is the brake lights,head lights and emergency flashers. Dome light will also work.

The tail lights and the stop lights work off of different circuits. The stop lights work when the brake pedal is depressed while the tail lights work when the light switch is turned on. Look for a burnt fuse or a bad connection.
