Yes, it's $150, but it's not a law. They (dealers) don't have to charge it, but they will. IT IS NOT A TAX IT'S A FEE, they lobbied for (donated money to IL politicians campaigns).

Just make sure you remember to subtract $150 when negotiating price. Do not tell them what your doing, or be obvious about it. Whatever number works for you, offer $200 less to cover the doc fee, let them work the other $50 out of you.
