Sadly, there is no way to stop it totally. Your best bet would be Florel. It will reduce seed production (cotton). You will likely have to hire a professional arborist to do the job, but it may be worth it to keep from being buried in cotton every spring. Timing is important, hence the recommendation for the arborist, plus they have the necessary equipment to adequately cover the trees. This will cut the cotton down 20-85% if done right.
Each year, the cottonwood tree begins releasing the cotton from its branches at the beginning of June, and it lasts through the month until the end of June. A mature cottonwood tree never stops producing the cotton pods, however there are reports from some homeowners that the trees sometimes skip every 10th year.
