No, you can't grow diamonds (unless you get a mod, or something that lets you grow it.) The only way to find diamonds is to mine them.
You don't make diamonds (unless, probably, if you have Tekkit), you find them. I suggest mining around lava pools or mining 7-12 blocks above bedrock, as a whole lot of other goodies and stuff is around that area.

My advice is, don't worry about it. From my experiences, I am more likely to find diamonds doing something else, like exploring a cave system, or looking for iron and coal.

one of my favourate way is to dig a 2x2 hole down to bedrock but make sure you dont take anything to valubale as you can fall in to lava quickly.
You have to level up or be a member. When your a member, you get a monthly allowance of diamonds. Trust me, its way more worth the money to be a member than buy a few diamonds that will run out in seconds.
I'm assuming you mean the diamonds get larger as they progess towards the fastening at the back, although I've not seen a necklace set in this way. Normally they are set with diamonds getting progressively large at the front, where more people will see them.
You don't. You must mine all the way down to 16 feet or less where diamond ore will generate. You must then mine it with an iron or diamond pickaxe
