The documents in recycle bin are 100% recoverable. All that you have to give ‘restore’ command. All the same if you delete the document from recycle bin then it can not be recovered.

The only way to do this is if you have a backup infrastructure hardware. It is almost impossible to recover unless you someone has a backup drive. If you had a zip drive that would recover your pictures. Just cut and paste "My Computer" to "the Recycle Bin" and emptied it. This is the easiest way known to me to ruin a computer.

The file that you want delete it is not deleted completely until you empty the Recycle Bin. Now, when you delete something on a device like a PSP it deletes it completely which means there is no way to get it back. This happens with mostly all electronic devices that use Memory Cards.
