No. The Disney Dining Plan can only be attached to a resort reservation. The low end hotels can be as inexpensive as staying outside the parks and you have the benefits of early and late hours at the park as well as free transportation and no parking fees.

You actually don't need shuttle passes to use the Resort's transportation. All Disney Transportation is free for guests of the hotels. So is parking.

This all depends how many people are going, how long you are staying, where you are staying, and what you are doing, and how long you are staying. for example my family has 6 people and in 2005 we went to Disney world for the first 2 weeks of December, did things off the Disney world park, and stayed in fort wilderness. this all together was around 13 THOUSAND DOLLARS :O :O :O..... Disney is not cheap unless you have a family of 4
