Press the Sync button on the Xbox (next to the memory units) and then press the sync button on the Xbox controller. It should work.
On a wired controller everything is transferred threw the usb wire. This why you must always make sure that there is not any damage to the cord or else the controls might not work or seem "sluggish". On a wired controller all the power is threw the cord, which again can be disrupted by any damage to the cord itself.

They make a PS2-like controller for the PC. You just have to install the driver. I don't see why they wouldn't make an XBOX-type controller for the PC.
Is it a wired controller? Is it possible that there's a short in the wire. Wiggle the wire around a bit. At any point does the controller work again (even briefly)? If so, there's a short and the controller needs to be replaced. If it's a wireless controller, make sure the batteries are fresh. If so, there could be a signal problem.

If you are using a wired controller you just plug it in. If you are using a wireless you turn on the controller then click the little button on the very top above the battery pack and the click the little button on the console beside the power button. It should pause the game and make all the circles go around the menu button. This is if your connecting a controller that's never been connected to that console. If the controller has been connected to that console before just hold the center button on the controller. In some games you will have to be in the menu's in order to connect extra controllers.
