Is there a way to manually mute certain speakers in a situation with a defective headphone plug in where sound comes out of both headphones and built in laptop speakers?
Nope - if your sound is coming from both the headphones and the built-in speakers, it's your headphone socket in the laptop - not the plug that's at fault ! Basically an audio socket is a switch. While no external speakers (ie headphones) are connected, its internal components direct the sound to the computer's built-in speakers. Inserting a plug into the socket breaks the connection to the internal speaker circuitry, and directs the sound to the headphones.
Some speakers does/does not have any type of recognition to be a speakers, and if your computer find it as headphones you just have to go to the control panel, then on the sound panel and just go on setting and manually change it. There are many options, and you have to make them all fit your needs.

What do you call the system of translation used at conferences whereby participants use headsets to listen to translations of a speaker's address with no interpreter standing physically before them?
I'm not sure what it is called formally, but there are human translators in a backroom for every combination of languages required. The speakers talk into microphones and the translators listen on headphones, then speak the translation into microphones and the listeners hear the translations on headphones. Someone handles manually switching between translators as different speakers talk so that everyone hears everything translated into their language without gaps.

Not to bash on the last answer, but, the starter solenoid probably isn't at fault here. If it will start with the screwdriver then the starter solenoid is functioning. It either does or it doesnt. The answer lies in circuitry back from the solenoid to the ignition switch. You could have a bad ignition switch or neutral/safety switch. Answer Defective starter solenoid.
First, find the switch. Make sure no wires have come loose from the connectors. If they have, fix them. If that's OK, try to manually operate the switch while someone looks at the lights. If they come on, the switch position needs to be adjusted. If that fails, short across the connectors on the switch and see if that makes the lights come on. If so, you need a new switch.
