No, such a site doesn't exist. However, the Dictionary of American Fighting Ships does list all of the ships that have been on the US Navy's roles. Some will have partial lists of the Commanding Officers. And if you have a specific need, you can contact the National Archives or Navy Department. They often have more detailed histories of ships that would include such information.
