I'm going to assume that the word, "watch" in this case, refers to a time period, usually military, or civilian sailors, when a person is assigned the duty of providing security for an area. Therefore, "It's just my luck to have the watch" probably means that the person making the statement that he or she feels UNLUCKY ("Just my luck"="Alas, something bad has happened to me"). So, he/she is unlucky to have been assigned "watch" duty, during this time period when something bad happened or is going to happen.
