No. However, there are adapters that would allow you to replace a floppy drive with an SD card reader. There are also special floppies that can hold an SD card, so you can use it in a classic floppy drive. If you need to use USB, you will need to install a USB controller in an available PCI expansion slot.

How would I connect an internal 3.5 Floppy disk drive to a motherboard that doesn't have a ribbon cable connector?

Use an external USB floppy drive. If you MUST have internal.... if you're good and creative you -might- be able to disassemble an external USB floppy drive and mount it like an internal drive. Alternatively, you could hunt down an old LS-120 "superdisk" drive. Its an IDE drive (40 pin connector, like your hdd or cdrom) that reads floppies (in addition to high-capacity proprietary disks)

What you inside a floppy disk into a so that data stored in the floppy disk can be read?

To read a floppy disk, you insert a floppy disk into a floppy disk drive. Not all computers have floppy disk drives. Typically desktop computers or ones that stand on the floor have floppy disk drives. New machines today allow a USB thumb drive (USB flash memory storage device) to be used in place of a floppy drive. All modern computersy have USB connections. If you need to read a floppy disk and you computer does not have a floppy disk drive, you can purchase a USB connected floppy disk drive for your computer.

Why do some USB ports on a PCI card face on the inside of a computer?

There are several uses one could have for this port. I believe the original intention was to attach the front panel USB ports (if any) to it instead of to the motherboard. You could also use this to connect a USB floppy drive (which would be faster than the legacy floppy connector), a hard drive, or even a USB Flash drive for easy additional internal storage.
