There should be a flare inside the filler tube at the bottom that forces a hose to go up so that it cannot get to the fuel. Just a little ramp in the tube.

Siphon is the best way, just not easy to get it started but once you do gravity will do the rest, They sell the siphon hoses with a squeeze bulb at auto parts stores so yu don't have to suck gas through a garden hose but I've done it that way too..
