The noun shoppers is the plural form of the singular noun shopper. A plural noun does not use an apostrophe.

If you have a group of people shopping, they are shoppers, which is plural. There is never an apostrophe if the word is just plural.

But if these shoppers all have a possession or something related to them, you would put the apostrophe after the s.

The shoppers' children were loud and rude.

Only if you are referring to something they own, - "the shopper's bags"
