Yes, there is an easier way to catch Pokemon. There may be several, but I know three, but they only work for Heart Gold, Soul Silver, Diamond, Pearl, and Platinum.
1. Migrate from the Generation III games to Pokemon Diamond, Pearl, or Platinum, and then go to Pal Park where you can receive them. You can catch the migrated Pokemon as easy as throwing a ball; that automatically catches the Pokemon.
2. Use Master Balls to catch Pokemon. Master balls never fail the catch, so use them carefully.
3. Use different types of Poke Balls, such as a Net Ball, Dusk Ball, Quick Ball, Time Ball, and if you have Heart Gold or Soul Silver, you can use balls made from Apricorns, which can be obtained from Kurt (his house is in Azalea Town) after beating Team Rocket in the Slowpoke Well. Some of the balls in the list above, can be made by Kurt with Apricorns, also. Below is a list of what these Pokeballs do that make them special, and easier to catch Pokemon with.
Net Ball: A Poke ball that makes catching water-type and bug-type Pokemon easier (Diamond, Pearl, and Platinum.) A ball that makes Pokemon encountered by fishing with a rod easier to catch (Heart Gold and Soul Silver.)
Dusk Ball: A Poke ball that makes Pokemon easier to catch when it is night.
Quick Ball: A Poke ball that has a higher catch rate when it's used in the beginning of a battle; it works best when used on the first turn.
Time Ball: A Poke ball that gets a higher catch rate each move.
Use a Master ball on Suicune but there is an easier way get Suicune. Catch a Pokemon who has the ability of spell tag.

You can catch the same Pokemon again but opposite gender, or you could catch a ditto and breed them that way. Ditto breeding is easier.

The only way to get it is by the safari zone which makes it harder to catch it there really is no easy way to get it so when you find it i suggest trying to capture it as soon as you find it.
Well, I'm not quite sure if this actually helps, but I hold down the B button and press the A button repeatedly after throwing a pokeball. When I do this I tend to catch Pokemon more often, but be sure to weaken the Pokemon before attempting to catch it.
No, besides getting it from a honey tree, trade is the only other legit way without cheating.
You can catch it at the Safari Zone in Fuschia City but it is rare. Throw rocks at it and make sure it doesn't flee so you can catch it easier.
