Not on a push mower that has no electric start. On a riding mower, yes there is an ignition key.
Defective ignition switch.
Weak battery, or starter going bad.
get the key and insert said key to ignition, once inserted turn ignition to the right and BAMM your on your way.

A disabled ignition means a car or lawnmower will not start. There will need to be repairs made to enable the ignition to work.
If it backfires while you are driving, the intake manifold bolts may be loose or the gasket may need to be replaced. If it backfires when you turn off the ignition, the fuel mixture is a little on the rich side.
Turn counterclockwise.
Turn it 90degrees right then turn it180 degrees
Allow the engine cool off for 15 - 20 seconds. Position throttle to full speed and turn ignition switch off. This will reduce the vaccum through the carb thus drawing less fuel into cylinders.

Turning my ignition on and wont turn off because it is faulty.
Could be either a bad ignition switch or a bad voltage regulator (not opening circuit on shut-down)
its either the starter or your ignition
I am not sure what causes this, but I have had times when my ignition key would not turn. The solution to the main problem is to turn the steering wheel slightly. This usually allows the ignition key to turn.
