No...take your dog to the vet, make sure it has asthma first. It may just have something called "reverse coughing"...it's were a chihuahua trachea will close up and collapse on them not allowing them to get air to breath, so they gasp "cough" for air.

yes they do cause a chihuahua is a very small dog they can barely give birth to there own i had a Yorkie an a chihuahua mate before you would have to take them to the vet but just make sure to help her out just in case
