If you migrate the 3 regis from Ruby, Sapphire or Emerald, you can catch regigigas at Snowpoint Temple. If you cheat (or go to a Nintendo event), you can catch: Arceus, Shaymin, Cresselia and Darkrai.

Any Shaymin can, it's more a matter of getting the Gracidea. To do it legitimately, you need to obtain the special event Shaymin from the movie and talk to the lady in the center of Floaroma. Actually no you can't. I have multiple Shaymins, one from the event, and the Gracidea flower doesnt work on the non event Shaymins. I tried it myself.

its imposible to get a shaymin with a gracadia flower because the gracadia is a key item and so u cant give it to anyone.and u need to have the event shaymin(first gain oaks letter etc) to get a gracadia flower.it wount work on any shaymin traded or hacked.but if u really want a shaymin with a gracadia flower,buy an action replay and use a code to get the oakletter event,or just wait for a shaymin event.

You must bring a TRU Shaymin to Floaroma Town in order to get the Gracidea Flower. A TRU Shaymin is the Shaymin you receive at a Toys'R Us Pokemon event. Unfortunately this event has passed, but you can still use someone else's TRU Shaymin to get the flower. You bring the TRU Shaymin to Floaroma and speak to a female NPC roaming around the town. When she see's the Shaymin in your party, she will give you the Gracidea Flower. The flower can be used on any kind of Shaymin.

I think they sent out Oak's Letter during a Wi-Fi event which is needed to catch Shaymin. That's the only way possible to get Shaymin without any cheats.
